Effective time management is not always an inherent strength of staff or management. And even those people who are highly organised can struggle with effective time management in times of stress or change.
The biggest factor of all is that ever person is different. While it may be obvious to one person to set aside one hour each day for emails, this may never occur to a different personality who is always on the go.
Problem is, it's not possible for management to get inside the heads of every staff member and work out effective time management skills for each of them.

But the majority will end up swimming in a sea of theory that has no meaning and no relevance to their personalities, their job descriptions or the realities of their day to day environment.

A business with a steady flow of daily customers will need very different time management strategies than a project-based consultancy.
